To decorate this toy dinner plate some unknown transferware potter has simply applied the center rondel from a full size tableware pattern--now known as "Strawberry and Apple"--and  finished the edge with a string of the pattern's outer border. The pattern features a study in dark blue tones of fruit and foliage against a printed mesh ground. What started as one component of a busy dinnerware pattern takes on a dramatic scale on the diminutive plate.

Coysh and Henrywood in The Dictionary of Blue and White Printed Pottery: 1780-1880 Vol. II illustrate the pattern they designate as "Strawberry and Apple," (Unattributed Patterns" p. 234).  While they supply no further identification of the pattern, they note a observed fractional date mark for September 1824.
